On page 7, line 16 of the amendment, after "gases" insert ", except a person who is required to report greenhouse gas emissions to the United States environmental protection agency under 40 C.F.R. Part 98, as adopted on September 22, 2009, does not have to pay the fee provisions in subsection (2) of this section when providing the department a copy of the federal submission as required in (a)(ii) of this subsection"
