Beginning on page 1, line 18, after "must" strike all material through "success" on page 2, line 3, and insert "purchase mitigation credits that reflect the loss of wetland functions from the impacted wetland"
EFFECT: Deletes the requirement that the Washington state department of transportation, when purchasing wetland mitigation bank credits, determine which bank provides the most or multiple benefits to impacted habitat. Requires the purchased mitigation credits reflect the wetland functions being lost from the impacted wetland.
