    Beginning on page 1, line 17, after "(3)" strike all material through "success." on page 2, line 3, and insert "When purchasing compensatory wetland mitigation bank credits, the department must purchase credits from the wetland mitigation bank that is located on the same side of the crest of the Cascade mountains as the highway construction project.  The wetland mitigation bank must also meet the requirements of subsections (1) and (2) of this section."

EFFECT:   Deletes the requirement that the Washington state department of transportation (WSDOT), when purchasing wetland mitigation bank credits, determine which bank provides the most or multiple benefits to impacted habitat.  Requires the WSDOT to purchase credits from the wetland mitigation bank that is located on the same side of the crest of the Cascade mountains as the highway construction project.
