EFFECT:   Delays the creation of the Washington Opportunity Pathways Account (Account), any deposits to the Account and the provisions relating to a transfer from the General Fund-State to the Education Construction Account to July 1, 2011.  Requires the State Lottery Commission to develop a strategy and plan for marketing the Lottery as a contributor to Washington's Opportunity Pathways account prior to the creation of the account or any transfers into the account.
