On page 8, line 35, after "chapter." strike all material through
"administration." and insert "((The fees must approximate the cost of
administration.))"
On page 9, at the beginning of line 1, strike "seventy-five" and insert "twenty-five"
On page 9, beginning on line 2, after "exceed" strike all material through "years" on line 3 and insert "forty dollars. Any fee related to limousine vehicle inspections must not exceed twenty-five dollars"
On page 10, after line 10, insert the following:
"NEW SECTION. Sec. 14 A new section is added to chapter 46.72A
RCW to read as follows:
(1) The limousine carriers account is created in the state
treasury. Notwithstanding any other provision of law, all receipts
from each civil infraction and violation imposed by chapter 46.72A RCW
must be deposited into the account. Moneys in the account must be
spent only after appropriation.
(2) Expenditures from the account may be used only for regulation
and enforcement under chapter 46.72A RCW, including regulation and
enforcement through a cooperative agreement as described in section 12
of this act.
(3) This section takes effect July 1, 2011."
Renumber the remaining section consecutively.

On page 1, line 1 of the title, after "carriers;" strike the remainder of the title and insert "amending RCW 46.72A.010, 46.72A.020, 46.72A.030, 46.72A.040, 46.72A.050, 46.72A.060, 46.72A.080, 46.72A.090, 46.72A.100, 46.72A.120, and 46.72A.140; adding new sections to chapter 46.72A RCW; creating a new section; prescribing penalties; and providing effective dates."
EFFECT: The fees related to the limousine vehicle certificate, the limousine carrier license, and the limousine vehicle inspection are capped at the current rates. A new account is created in the state treasury, and all money received from civil infractions and violations imposed under this act must be deposited in the account. Money in the account must be used for limousine regulation and enforcement under this act.
