Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 Section 1, chapter 125, Laws of 2009
applies retroactively to two years prior to the effective date of this
act, as well as prospectively.
NEW SECTION. Sec. 2 This act is necessary for the immediate
preservation of the public peace, health, or safety, or support of the
state government and its existing public institutions, and takes effect
immediately."

On page 1, line 2 of the title, after "session;" strike the remainder of the title and insert "creating a new section; and declaring an emergency."
EFFECT: Makes changes retroactive two years and adds an emergency clause.
