    On page 8, after line 22, insert the following:

    "(e) Prior to the beginning of any improvements to a public stadium under this subsection, a county must conduct an economic development analysis to determine whether or not the funds expended for the improvements on a public stadium are the best use of the funds."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT:  Prior to the beginning of any improvements to a public stadium, a county must conduct an economic development analysis to determine whether or not the funds expended for the improvements on a public stadium are the best use of the funds.
