On page 7, beginning on line 13, strike all of subsection (c) and insert the following:
     "(c) The records must be available to any general or limited authority Washington peace officer to enforce the provisions of this chapter or to any federal law enforcement officer to enforce the provisions of 21 U.S.C. chapter 13, upon provision of a written statement in which the officer states that he or she suspects that the particular person to whom the records pertain has committed a crime and the officer has a reasonable belief that the records could determine or help determine whether the suspicion might be true."
