On page 7, beginning on line 13, strike all of subsection (c) and insert the following:
     "(c) The records must be available to any general or limited authority Washington peace officer to enforce the provisions of this chapter or to any federal law enforcement officer to enforce the provisions of 21 U.S.C. chapter 13, provided that the officer has a reasonable suspicion that the particular person to whom the records pertain has committed a crime."
