On page 2, at the beginning of line 11 of the amendment, strike "covenant" and insert "lien"

     On page 11, beginning on line 8 of the title amendment, strike all material through "36.70A.070" on line 10, and insert the following:
     "On page 1, line 1 of the title, after "Relating to" strike the remainder of the title and insert "establishing a process for the payment of impact fees through provisions stipulated in recorded liens; and amending RCW 82.02.050 and 36.70A.070"
