EFFECT: (1) Specifies that limited-liability protection applies to hydroelectric project owners only if acting in substantial compliance with a hydroelectric license issued by the federal energy regulatory commission.  (2) Removes language providing that hydroelectric project owners who must provide water based recreation under a hydroelectric license may be liable for certain grossly negligent actions.
