    On page 10, line 12, after "Sec. 15." strike "This act shall be in effect only to the extent that funds are specifically appropriated for the purposes of this act." and insert "If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2009, in the omnibus appropriations act, this act is null and void."

EFFECT: Adds a null and void clause.
