On page 1, after line 17, insert the following:

"NEW SECTION. Sec. 2 A new section is added to chapter 71A.20 RCW to read as follows:
No entity or individual may be granted a license to provide residential services to any person with a developmental disability unless that individual or an officer of the entity spend no less than ten hours per week in the residences."
