    On page 1, after line 17, insert the following:

"NEW SECTION. Sec. 2.  A new section is added to chapter 71A.20 RCW to read as follows:

    The state of Washington shall be strictly liable for any physical injuries suffered by a resident in transferring a resident from a residential habilitation center as a result of closure of a facility."
