    On page 1, after line 17, insert the following:

    "NEW SECTION. Sec. 2.  A new section is added to chapter 71A.20 RCW to read as follows:

    No staff of a private provider may use his or her private vehicle for transporting residents of a community residential provider unless the appropriate insurance is obtained and proof of the insurance is on record."
