On page 2, after line 4 of the amendment, insert the following:
     "(6) The legislature further finds that tribes with reserved fishing rights have shown a strong commitment to protecting fisheries habitat through advocacy, habitat conservation and mitigation, harvest planning, and fisheries comanagement with the state. This commitment comes at a great cost to the tribes and serves the public interest in protection of our precious natural resources."
