    On page 3, after line 30, insert the following:

    ""Tidelands" means the beds and shores of all navigable waters in the state up to and including the line of ordinary high tide, in waters where the tide ebbs and flows, and up to and including the line of ordinary high water within the banks of all navigable rivers and lakes."

    On page 6, line 28, after "except" insert "tidelands and"

EFFECT:  Exempts tidelands from paying the $4.95 per parcel assessment.
