On page 4, beginning on line 33, strike all of subsection (7)(c)(i)(A) and insert the following:
     "(A) Located in a county with an unemployment rate above the state average at the time of application for the exemption under this section."

     On page 4, line 36, after "servers;" strike "and"

     On page 5, line 9, after "center" insert "; and
     (D) For which the completion of construction occurs within eighteen months of commencement of construction"
