    On page 6, line 18, after "preferences" insert "reviewed by the citizen commission for the performance measurement of tax preferences and for which the commission has recommended modification or termination"

EFFECT:   Only tax preferences reviewed by the Citizen Commission for the Performance Measurement of Tax Preferences and for which the Commission has recommended modification or termination are excluded from the definition of "increases taxes."
