    On page 6, line 21, after "RCW 43.136.021", insert the following:  ", except that it shall not include sales and use tax exemptions for machinery and equipment for manufacturing, research and development, or testing"

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT:  "Tax Preference" does not include sales and use tax exemptions for machinery and equipment for manufacturing, research and development or testing.
