    On page 3, line 19, strike the title amendment.

    On page 1, line 3 of the title, after "increases" strike the remainder of the title and insert "; amending RCW 43.135.035; and declaring an emergency."   

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT:  Conforms the title to the striker.
