Background:
The 2008 Legislature authorized the construction of one or more new ferry vessels for service on routes that require a vessel with no more than 100-auto capacity. The procurement was limited to construction within the boundaries of the State of Washington, with exceptions for owner-furnished equipment and standard manufactured items.
The 2008 Supplemental Transportation Budget and associated 16-year capital plan included $84.5 million for the construction of three marine vessels to replace the steel electric auto-ferry vessels.
To be eligible for federal funds, a project may not restrict competition to in-state companies only.
Summary of Bill:
The requirement to construct the no more than 100-auto ferries in the State of Washington is eliminated. The authorization to construct new ferries is changed to eliminate a reference to routes served by the ferries.

Effective Date: The bill contains an emergency clause and takes effect immediately.
