Background:
The state government operates on a fiscal biennium that begins July 1 of each odd-numbered year. The 2007-09 biennial operating budget appropriated $33.7 billion from the state General Fund and several other accounts, referred to as Near General Fund–State. The total budgeted amount, which includes state and federal funds, was $57.2 billion.
Summary of Engrossed Substitute Bill:
Appropriations are modified for the 2007-09 biennium. This bill reduces Near General Fund–State appropriations by $636 million. Total budgeted funds are decreased by $334 million.
EFFECT OF SENATE AMENDMENT(S):
The Senate amendment removes several reductions made in ESHB 1694 and adds several new reductions referred to as efficiency savings. The net change is $1 million fewer reductions in Near general Fund-State (for a new total of $635 million in Near General Fund-State reductions to the biennial operating budget).

Effective Date: The bill contains an emergency clause and takes effect immediately.
