Synopsis as Enacted

Brief Description: Extending the pay back period for certain water conservation loans.

Background:

Financing of Water Conservation by Municipal Water Distribution Utilities.

Any city or town engaged in the sale or distribution of water may assist the owners of structures in financing the acquisition and installation of fixtures, systems, and equipment for the conservation or more efficient use of water.

Owners of structures pay back their loans to a city or town through incremental additions to their utility bill. The pay back period for water conservation loans may not exceed 120 months.

Financing of Water Conservation by County Water Distribution Utilities.

Any county engaged in the sale or distribution of water may assist the owners of structures that are provided water service by the county in financing the acquisition and installation of fixtures, systems, and equipment for the conservation or more efficient use of water.

Owners of structures pay back their loans to a county through incremental additions to their utility bill. The pay back period for water conservation loans may not exceed 120 months.

Any water and sewer district may assist the owners of structures in financing the acquisition and installation of fixtures, systems, and equipment for the conservation or more efficient use of water in the structures of the owner.

Owners of structures pay back their loans to a water and sewer district through incremental additions to their utility bill. The pay back period for water conservation loans may not exceed 120 months.

Summary:

The pay back period for water conservation loans provided by a municipal water distribution utility, a county water distribution utility, or a water and sewer district is extended from 120 months to 240 months.
