Background:

The state Lottery Commission (Commission) has authority to determine the type of lottery to be conducted, the manner of selecting the winning tickets or shares, and the method to be used in selling tickets or shares. Legislation enacted in 2006 states that tickets or shares may not be sold

over the Internet.

Some games allow a person with a losing ticket to enter a second chance drawing. The Commission requires players to enter the drawing by sending in the ticket through the United States Postal Service.

Summary of Bill:

Legislative findings state that to enhance lottery player opportunities and increase the number of games offered, players should be allowed to register for second chance drawings using the Internet. In addition, the Legislature finds that allowing Internet registration does not in any way modify the prohibition against the sale of tickets or shares over the Internet.

Previously purchased lottery tickets and shares that allow second chance drawings at no additional cost may be registered via the Internet. Online registration does not constitute a sale, and the awarding of prizes may not be conducted via the Internet.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
