Background: States may establish minimum energy efficiency standards for electrical products if state standards are not preempted by federal standards. Washington has, since 2005, enacted standards for several products, often by adopting standards originally adopted by California.
In November 2009 the California Energy Commission promulgated energy efficiency standards for televisions (TVs) with screens of 1,400 square inches or smaller (approximately 58 inches in a diagonal measurement). The standards, which have not yet been formally adopted under California procedural requirements, would apply to TVs sold in California that are manufactured beginning in 2011. An initial standard is intended to reduce TV energy consumption by 33 percent. A more stringent standard applying to TVs manufactured beginning in 2013 is intended to reduce TV energy consumption (in conjunction with the initial 2011 standard) by 49 percent.
Summary of Bill: Minimum energy efficiency standards are established for certain TVs and other electrical products.
TVs. TVs with screens of 1,400 square inches or smaller manufactured beginning in 2011 may not be sold, offered for sale, or installed for compensation in Washington beginning in 2012 unless they meet certain watt usage and other limitations. An initial standard applies to TVs manufactured beginning in 2011 but before 2013. A more stringent standard applies to TVs manufactured beginning in 2013.
Other Products. The following products manufactured beginning in 2011 may not be sold, offered for sale, or installed for compensation in Washington beginning in 2012 unless they meet specified energy efficiency standards:
compact audio products;
digital versatile disc (DVD) players and recorders (DVRs); and
state-regulated external power supplies.
Certain standards and testing methods are incorporated by reference to provisions in the California Code of Regulations in effect as of the effective date of the act.
