Title: An act relating to use of state bond proceeds for certain public- private transportation projects.
Brief Description: Concerning the use of state bond proceeds for certain public-private transportation projects.
Sponsors: Senators Kilmer and Franklin.
Brief History:
Committee Activity: Transportation: 2/12/09.
SENATE COMMITTEE ON TRANSPORTATION |
Staff: Amanda Cecil (786-7429)
Background: Current law relating to the Tacoma Narrows Bridge (TNB) does not allow the use of TNB toll revenue to directly pay for capital construction. These costs are to be paid for using bond proceeds.
The authority to spend bond proceeds to fund capital construction projects, including work on the TNB, is provided annually in the State Transportation Budget.
Summary of Bill: The Washington State Department of Transportation must have prior legislative approval before any capital improvements or preservation work can be done on the TNB.
Appropriation: None.
Fiscal Note: Not requested.
Committee/Commission/Task Force Created: No.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony: PRO: Supporters want the agency to be subjected to added scrutiny for additional investments in the bridge to ensure that they are valid. In the past, capital construction has been done on the bridge without sufficient scrutiny.
Persons Testifying: PRO: Robert Ryan, Citizens Advisory Committee; Randy Boss, citizen; Dan O'Neal, Transportation Commission Chair.
