Title: An act relating to allowing moneys paid to county road funds to be used for park and ride lots.
Brief Description: Allowing moneys paid to county road funds to be used for park and ride lots.
Sponsors: Senators Haugen, Berkey, Marr, Shin and Sheldon.
Brief History:
Committee Activity: Transportation: 1/14/10, 1/18/10 [DP, DNP].
SENATE COMMITTEE ON TRANSPORTATION |
Majority Report: Do pass.
Signed by Senators Haugen, Chair; Swecker, Ranking Minority Member; Becker, Berkey, Delvin, Eide, Hatfield, Jacobsen, Kastama, Kauffman, Kilmer, King, Ranker and Sheldon.
Minority Report: Do not pass.
Signed by Senator Benton.
Staff: Amanda Cecil (786-7429)
Background: Generally, all money deposited into a county road fund is restricted to county roads purposes. These uses include the construction, alteration, repair, improvement, or maintenance of county roads and bridges. It may also be used for acquiring rights-of-way and the operations of the county engineering office.
Summary of Bill: Clarifies that the construction, maintenance, or improvements of park and ride lots is a county road purpose.
Appropriation: None.
Fiscal Note: Not requested.
Committee/Commission/Task Force Created: No.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony: PRO: Snohomish county is aggressively looking for ways to reduce congestion and provide options to drivers. Providing a park and ride is an effective way to do this. This bill will help counties encourage the development of park and ride lots.
CON: This is just another way to subsidize the transit system. Road funds are inadequate to maintain the existing facilities and this bill will siphon funds away from the maintenance of roads.
Persons Testifying: PRO: Dave Gossett, Snohomish County; Michael Shaw, Washington State Transit Association.
CON: Paul W. Locke, citizen.
