Background: The Department of Licensing (DOL) issues special vehicle license plates that may be used in lieu of standard plates. A governmental or nonprofit organization seeking to sponsor a special plate either submits an application with the Special License Plate Review Board or requests legislation to create the special plate. The organization seeking to sponsor the special plate is required to reimburse DOL for the costs associated with establishing the new special plate. There is a moratorium on the issuance of new special license plates until July 1, 2011.
Summary of Bill: The bill as referred to committee not considered.
Summary of Bill (Proposed Substitute): DOL must issue a special license plate displaying a breast cancer awareness emblem.An applicant for a breast cancer awareness license plate pays an initial fee of $40 and an annual renewal fee of $30. The initial fee and annual renewal fee for the special plate are in addition to all other fees and taxes required for vehicle registration and vehicle license renewal. The initial revenue generated from the plate sales must be deposited into the Motor Vehicle Account until the state has been reimbursed for implementation costs. After reimbursement, the revenue must be deposited into the Breast Cancer Awareness License Plate Account. Proceeds from this account assist qualified non-profit organizations with the promotion of breast cancer awareness.
The breast cancer awareness special plate is exempt from the moratorium on the issuance of new special plates.

Staff Summary of Public Testimony: PRO: This bill is brought partially in recognition of all of the senators who have dealt with breast cancer. It is also brought to raise awareness of breast cancer, which is a key to fighting the disease. With awareness and education, people learn that the disease is beatable. This will be a very popular plate. The northwest has one of the highest rates of breast cancer.
