Committee Activity: Transportation: 2/08/10.

SENATE COMMITTEE ON TRANSPORTATION

Staff: Hayley Gamble (786-7452)

Background: State Route (SR) 9 runs south from Sumas Washington, near the Canadian border, to the King County-Snohomish County line. A route development plan, identifying potential future improvements to the corridor, was recently completed.

Summary of Bill: The Department of Transportation is directed to begin the environmental planning process and prepare a final design for the SR 9/SR 204 intersection project. Funding is provided for these purposes.

Appropriation: $5,000,000 from the Motor Vehicle Account.

Fiscal Note: Not requested.

Committee/Commission/Task Force Created: No.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: SR 9 provides a parallel alternative to Interstate 5. This intersection is poorly designed and has become a dangerous problem location. The business community supports this project; it will assist in economic development. The SR 9 coalition is in support of this project and would like to partner with the state.

Persons Testifying: PRO: Senator Hobbs, prime sponsor; Representative Hope; Vern Little, Jan Berg, City of Lake Stevens; Owen Carter, Snohomish County; Randy Celori, Lake Stevens Police Department; Marcus Tageant, Lake Stevens Chamber of Commerce.
