Background: As a condition of receiving Temporary Assistance for Needy Families (TANF) cash benefits, a family must assign its child support rights to the state during the months they receive TANF. Washington, under a federal Deficit Reduction Act (DRA) state option, passes child support collections to the family up to $100 per month or $200 per month for a family with two or more children. This is known as the child support pass through.

Summary of Bill: The bill as referred to committee not considered.

Summary of Bill (Recommended Substitute): Until June 30, 2013, the child support pass through amounts are modified to $50 per month for all families. After June 30, 2013, the child support pass through reverts to the previous amounts.

Effective Date: The bill takes effect on July 1, 2010.

Staff Summary of Public Testimony: PRO: We appreciate in these difficult times that this was not eliminated entirely and that the reduction is only temporary. Child support collection helps families get off of TANF and stay off. It also helps those who are paying support to see this support go to their children and not be retained by the state or federal government.
