Title: An act relating to regulation of water recreation facilities.

Background: Currently, the State Board of Health develops regulations for water recreation facilities throughout the state. The Department of Health (DOH) is responsible for inspecting and regulating water recreation facilities and generating permits for any modifications to, or construction of, any recreation water facilities. Operating permits are required for all of these facilities and must be renewed annually.
Local health jurisdictions (LHJ) may take on these responsibilities in lieu of the state. DOH or the LHJ may charge fees necessary to recover the cost of inspecting facilities and plans.
Summary of Bill: The oversight and permitting functions are removed from DOH. Rather, LHJ's must conduct regulation, inspection, and permitting of these facilities.

Staff Summary of Public Testimony: OTHER: Local health jurisdictions are concerned about this bill. They don't understand what problem is being solved with this bill. The bill shifts DOH responsibilities for water recreation facilities to local health jurisdictions. They don't have the staff or expertise or skills to take on these tasks. They are interested in trying to figure out he problem that is trying to be solved and working on a solution.
