Background: The Department of Early Learning (DEL) is responsible for licensing child care providers and ensuring that adequate minimum standards are maintained. Individuals, entities and agencies that provide care for children must be licensed unless specifically exempt from licensing requirements under statute. One such exemption under statute is facilities providing care to children for periods less than 24 hours where the parents remain on the premises to participate in activities other than employment.

Summary of Bill: Exemptions from licensing requirements would be extended to facilities that provide child care for less than 24 hours where the parents remain on the premises to participate in employment activities. Parents and employees cannot utilize the child care services for more than two hours per day and the facility must be owned and operated by a nonprofit entity.
