TO THE HONORABLE PAULA HAMMOND, SECRETARY OF TRANSPORTATION, AND TO
THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE WASHINGTON
STATE DEPARTMENT OF TRANSPORTATION:
We, your Memorialists, the Senate and House of Representatives of
the State of Washington, in legislative session assembled, respectfully
represent and petition as follows:
WHEREAS, Operation Desert Shield began on August 7, 1990, after
Saddam Hussein's Republican Guard and Army invaded the kingdom of
Kuwait on August 2, 1990; and
WHEREAS, Between August 7, 1990, and February 28, 1991, United
States forces engaged in Operation Desert Shield, the Battle of Bubiyan
Island, the Battle of Medina Ridge, the Battle of Wadi al-Batin, the
Battle of Norfolk, the Battle of Khafji, the Battle of 73 Easting, the
Battle of Al Busayyah, the Battle of Phase Line Bullet, and Operation
Desert Storm; and
WHEREAS, More than two million three hundred thousand Americans
served during Operations Desert Shield and Desert Storm, one hundred
forty-seven Americans were killed in action during that time, four
hundred sixty-seven were wounded, and forty-one were prisoners of war;
and
WHEREAS, Eight Washington state residents were killed in action
between August 1990 and February 1991, who were Lee Arthur Belas,
Sergeant, U.S. Army, Port Orchard, Doran Hilaire Bolduc, U.S. Navy,
Monroe, Ardon Bradley Cooper, PFC, U.S. Army, Seattle, Joshua John
Fleming, Private, U.S. Army, Kent, Eric Douglas Hedeen, First
Lieutenant, U.S. Air Force, Malaga, Dustin Craig Lamoureaux, PFC, U.S.
Army, Bremerton, Michael Neal Monroe, First Lieutenant, U.S. Marine
Corps, Auburn, John Kendall Morgan, WO1, U.S. Navy, Bellevue; and
WHEREAS, Operations Desert Shield and Desert Storm ceased on
February 28, 1991, with a unilateral cease fire called by the Allies;
and
WHEREAS, It is appropriate to honor the service and sacrifice of
Washington state Desert Shield and Desert Storm veterans who served in
that war with such valor and distinction;
NOW, THEREFORE, Your Memorialists respectfully pray that the
Washington state transportation commission commence proceedings to name
state route number 110 in Clallam county between the junction of state
route number 101 and the junction of state route number 110 by and
through the Quileute Indian reservation in the community of La Push the
"Operations Desert Shield and Desert Storm Memorial Highway" to honor
the service and sacrifices of all who served in that war.
BE IT RESOLVED, That copies of this memorial be immediately
transmitted to the Honorable Paula Hammond, Secretary of
Transportation, the Washington State Transportation Commission, and the
Washington State Department of Transportation.
