Finds that dishonest construction contractors sometimes hire workers without proper licenses, certificates, and permits to do electrical, plumbing, and conveyance work.

Requires workers to have licenses, certificates, or permits in their possession when performing work in certain construction trades.

Provides that the act applies to individuals applying for or renewing a license or certification after July 1, 2010.
