Directs the lottery commission to: (1) Conduct at least two but not more than four new scratch games each year to benefit veterans and their families; and

(2) Develop and promote the games as veteran lottery games benefiting veterans and their families.

Allows certain moneys in the state lottery account to be used for transfer to the veterans innovations program account for purposes of serving veterans and their families.
