Exempts agricultural anaerobic digesters who meet certain requirements from solid waste handling permitting.

Requires the department of ecology and the department of agriculture, in consultation with the department of health, to make available to anaerobic digester owners and operators clearly written guidelines for the anaerobic codigestion of livestock manure and organic waste-derived material.
