Prohibits a person who owns or operates a retail store from providing a carryout bag for free or for charge to a consumer unless the carryout bag is: (1) Either a compostable plastic carryout bag, a recyclable paper carryout bag, or a reusable carryout bag; or

(2) In the retailer's existing on-site inventory.

Prescribes penalties.
