Requires the department of health and the office of the superintendent of public instruction to jointly establish a school-based influenza vaccination pilot program using both killed vaccine and live attenuated vaccine in one urban school district and one rural school district.

Directs the department of health to convene a working group to plan the school-based influenza vaccination pilot program.

Expires July 1, 2011.
