Revises the investment cost recovery incentives for light and power businesses.

Increases the amount of the public utility tax credit available to businesses making incentive payments.

Requires the utilities and transportation commission to develop and make recommendations to the legislature on how gas distribution companies may be allowed to participate in the cost recovery incentive program and receive a public utility tax credit under chapter 82.16 RCW.
