Prevents conversion of certain natural resource lands.

Provides that the act applies prospectively only. A fully contained community that has received final approval by the appropriate local government before the effective date of the act is not impacted by the provisions of the act. However, the act does apply to proposed fully contained communities that have not received final local approval prior to the effective date of the act.
