Provides that all rules adopted relating to the Dungeness crab-coastal fishery must: (1) Allow individuals with the applicable commercial fishery license to remove fishing gear remaining in the water in that fishery after the close of the fishing season, regardless of whether it was originally set by the individual or not; and

(2) At a minimum, address certain geographic regions.

Authorizes the fish and wildlife commission to require a system of declaring gear abandoned and posting of abandoned gear declarations by the department of fish and wildlife to facilitate the process of removing gear after the close of the fishing season, if appropriate.
