Removes the exemption from regulation for household goods carriers that operate within certain cities.

Prohibits a person from engaging in business as a household goods carrier without first obtaining a household goods carrier permit from the utilities and transportation commission.

Requires a carrier, when the utilities and transportation commission has canceled a household goods carrier permit and when directed by the commission, to provide notice to every customer that its permit has been canceled, and provide proof of such notice to the commission.
