Modernizes language relating to water right adjudications.

Establishes requirements for the adjudication claims.

Encourages settlement of adjudication claims out of court.

Provides criteria for disqualification of judges.

Provides that, except for section 14, the act applies only to adjudications initiated after the effective date of the act.
