Expands the list of activities that may be funded by certain school district capital projects funds by including major equipment repair, painting of facilities, and other major preventative maintenance purposes.

Requires the office of the superintendent of public instruction to develop accounting guidelines to allow for these new uses of the funds.

Prohibits the funds used for new activities from replacing routine expenditures.
