Requires the department of information services, subject to the availability of amounts appropriated for this specific purpose, to implement a high-speed internet deployment and adoption strategy on behalf of the state.

Authorizes the department of information services to: (1) Create an interactive web site to allow residents to self-report whether high-speed internet is available at their home or residence and at what speed; and

(2) Receive federal funds made available for broadband or high-speed internet purposes according to the provisions of the acts of congress making the funds available.
