Authorizes a local jurisdiction to prohibit the approval of a specific development for a single prohibition period totaling a maximum of twenty-four consecutive months from the time that the local jurisdiction determines that the proposed development will cause the level of service for a transportation facility to fall below the standards adopted in the transportation element of the comprehensive plan.
