Finds that more than nine hundred thousand Washington state residents with disabilities continue to face barriers to full participation that could be easily eliminated.

Creates the accessible communities account. Two hundred dollars from each penalty imposed under RCW 46.16.381(7), (8), (9), and (11) (special parking for persons with disabilities) must be deposited into the account.
