Requires disclosure of tax information on customer billings issued by certain cable television businesses, light or power businesses, gas distribution businesses, solid waste collection businesses, or telecommunications service businesses.

Provides a business and occupation tax exemption and a public utility tax exemption for the labor, software, and other costs to modify a business's billing system. These exemptions expire January 1, 2011.
