Prohibits a person from placing, depositing, distributing, or scattering grain, hay, or other food so as to intentionally constitute a lure, attraction, or enticement for potentially habituated wildlife not lawfully held in captivity.

Prohibits an individual from being issued a warning or a natural resources infraction for feeding elk in the Mt. St. Helens elk herd management area.
